Fair Play Finanziario, dieci club firmano gli accordi. Inter 6+14 milioni di multa, 2+4 alla AS Roma
La Camera Investigativa dell'Organo di Controllo Finanziario dei Club (CFCB) ha annunciato oggi che dieci club, sui quali si era aperta una indagine dopo la mancanza dei requisiti di break-even stabiliti dal Fair Play Finanziario (FFP), hanno individualmente sottoscritto degli accordi di patteggiamento.
I club sono AS Monaco FC, AS Roma, Beşiktaş JK, FC Internazionale Milano, FC Krasnodar, FC Lokomotiv Moskva e Sporting Clube de Portugal e, per mancanze minori, FC Rostov, Kardemir Karabükspor e PFC CSKA Sofia.
La Camera Investigativa del CFCB ha anche annunciato che il VfL Wolsburg (dopo la richiesta di informazioni finanziare aggiuntive) ha soddisfatto i requisiti di break-even e non è più sotto indagine.
Questi accordi vogliono assicurarsi che ciascun club ottenga i requisiti di break even con un ritardo minimi, definiti dagli Articoli 14 (1) (b) e 15 delle Regole Procedurali che guidano il CFCB (uefa.to/1ekZ94F).
Ciascun accordo include alcuni o tutti i seguenti provvedimenti:
Obiettivi di break-even: Definiti come gli (i) annuali e aggregati risultati di break even secondo i singoli accordi, e/o (ii) impegni finaziari sul livello di spese per i dipendenti (stipendi e benefit totali) e l'ammortamento dei giocatori nel(i) relativo(i) periodo(i);
Misure sportive: Definite come limitazioni (i) dei giocatori in lista 'A' per le competizioni UEFA, e/o (ii) la registrazione di nuovi giocatori sulle liste 'A' e 'B' delle competizioni UEFA; e/o (iii) le spese per i dipendenti (stipendi e benefit totali) nel(i) relativo(i) periodo(i);
Contributi finanziari: Definiti come (i) soldi trattenuti dai ricavi e guadagnati dalla partecipazione alle competizioni UEFA; o (ii) l'ammontare da pagare in pieno entro certe scadenze. Questi contributi non avranno impatto sui calcoli futuri del break-even.
Nel caso in cui un club non si qualifichi per le competizioni UEFA della prossima stagione, dovrà comunque sottostare agli accordi presi.

Beşiktaş JK
The settlement agreement covers the sporting seasons 2015/16, 2016/17, 2017/18 and 2018/19.Beşiktaş undertakes to reach full break-even compliance by monitoring period 2018/19 (i.e. reporting periods 2016, 2017 and 2018).
Beşiktaş accepts that it will be subject to a limitation on the number of players that it may include on the A list for the purposes of participation in UEFA competitions. Specifically, for season 2015/16, Beşiktaş may only register a maximum of 22 players on the A list, instead of the potential maximum of 25 as foreseen in the relevant competition regulations, and 23 players for the 2016/17 season. Such restriction will be lifted as from season 2017/18 if the club fulfils the operational and financial measures agreed with the UEFA CFCB.
Beşiktaş agrees to pay a total amount up to €5.5m, which will be withheld from any revenues it earns from participating in UEFA competitions commencing in season 2014/15. Of this amount, €1.5m shall be paid in full, irrespective of any early exit from the settlement regime, and will be withheld in three equal instalments. Payment of the remaining €4m is conditional and may be withheld in certain circumstances depending on the club's compliance with the operational and financial measures imposed in the settlement agreement.
Beşiktaş agrees to report a maximum break-even deficit of €20m for the financial year ending in 2016 and €10m for the financial year ending in 2017.
Beşiktaş agrees that for the financial year ending in 2016 and for the financial year ending in 2017 the employee benefit expenses to revenue ratio is restricted and that the amortisation and impairment of the costs of acquiring players' registrations is limited.
Beşiktaş accepts, for the duration of the settlement agreement, a calculated limitation on the number of new registrations it may include within its A list for the purposes of participation in UEFA competitions. This calculation is based on the club's net transfer position in each respective registration period covered by the agreement. Such restriction will be lifted as from season 2017/18 if the club fulfils the operational and financial measures agreed with the UEFA CFCB.
FC Internazionale Milano
The settlement agreement covers the sporting seasons 2015/16, 2016/17, 2017/18 and 2018/19.Inter undertakes to reach full break-even compliance by monitoring period 2018/19 (i.e. reporting periods 2016, 2017 and 2018).
Inter agrees that for the financial year ending in 2016 and for the financial year ending in 2017 the employee benefit expenses to revenue ratio is restricted and that the amortisation and impairment of the costs of acquiring players' registrations is limited.
Inter agrees to pay a total amount up to €20m, which will be withheld from any revenues it earns from participating in UEFA competitions commencing in season 2014/15. Of this amount, €6m shall be paid in full, irrespective of any early exit from the settlement regime, and will be withheld in three equal instalments. Payment of the remaining €14m is conditional and may be withheld in certain circumstances depending on the club's compliance with the operational and financial measures imposed in the settlement agreement.
Inter agrees to report a maximum break-even deficit of €30m for the financial year ending in 2016 and no break-even deficit for the financial year ending in 2017.
Inter accepts that it will be subject to a limitation on the number of players that it may include on the A list for the purposes of participation in UEFA competitions. Specifically, for season 2015/2016, Inter may only register a maximum of 21 players on the A list, instead of the potential maximum of 25 as foreseen in the relevant competition regulations, and 22 players for the 2016/17 season. Such restriction will be lifted as from season 2017/18 if the club fulfils the operational and financial measures agreed with the UEFA CFCB.
Inter accepts, for the duration of the settlement agreement, a calculated limitation on the number of new registrations it may include within its A list for the purposes of participation in UEFA competitions. Monaco agrees to report a maximum break-even deficit of €15m for the financial years ending in 2015 and 2016 and no break-even deficit for the financial year ending in 2017.
Monaco accepts that it will be subject to a limitation on the number of players that it may include on the A list for the purposes of participation in UEFA competitions. Specifically, for season 2015/2016, Monaco may only register a maximum of 22 players on the A list, instead of the potential maximum of 25 as foreseen in the relevant competition regulations.

The settlement agreement covers the sporting seasons 2015/16, 2016/17 and 2017/18.Roma undertakes to reach full break-even compliance by monitoring period 2017/18 (i.e. reporting periods 2015, 2016 and 2017).
Roma agrees to report an aggregate maximum break-even deficit of €30m for the financial years ending in 2015 and 2016.
Roma accepts that it will be subject to a limitation on the number of players that it may include on the A list for the purposes of participation in UEFA competitions. Roma may only register a maximum of 22 players on the A list, instead of the potential maximum of 25 as foreseen in the relevant competition regulations. Such restriction will be lifted as from season 2016/17 if the club fulfils the operational and financial measures agreed with the UEFA CFCB.

Sporting Clube de Portugal
The settlement agreement covers the sporting season 2015/16.
Sporting undertakes to reach full break-even compliance by monitoring period 2015/16 (i.e. reporting periods 2013, 2014 and 2015).
Sporting agrees to report no break-even deficit for the financial year ending in 2017.Sporting accepts that it will be subject to a limitation on the number of players that it may include on the A list for the purposes of participation in UEFA competitions. This restriction, which is conditional on the fulfilment of the operational and financial measures agreed with the UEFA CFCB, foresees that for season 2015/16 Sporting may only register a maximum of 22 players on the A list, instead of the potential maximum of 25 as foreseen in the relevant competition regulations.
Sporting agrees that an amount of €2m may be withheld in certain circumstances depending on the club's compliance with the operational and financial measures imposed in the settlement agreementPFC CSKA Sofia, Kardemir Karabükspor and FC Rostov
The settlement agreements of CSKA Sofia, Karabükspor and Rostov cover the sporting season 2015/16.
Under the terms of their settlement agreements, CSKA, Karabükspor and Rostov all undertake to be break-even compliant by monitoring period 2015/16 (i.e. reporting periods 2013, 2014 and 2015).Each club also agrees to pay an unconditional amount of €200,000.
The three clubs also agree that for the financial year ending in 2015 the employee benefit expenses to revenue ratio is restricted.
Note:
UEFA will communicate details on the distribution mechanism of the prize money unconditionally withheld due to non-compliance with financial fair play rules and on the minimum numbers of locally trained players that must feature in the A lists of clubs with limitations on the number of players in due course.
