Soon after the bombs went off in Boston, Vladimir Putin called president Obama to express his condolences to the Americans for the terrorist attacks that had killed three innocent bystanders, including a very young boy. It was the same phone call Putin made after the terrorist attacks on 9/11, as the first head of a foreign state to express his condolences to President George Bush. Back in 2001, Putin had made the connection between the killing of thousands of innocent American citizens with the struggle and the civil war that was raging in Chechnya. Russia had already experienced terrorist attacks coming from radical components of Muslims waging a global jihad, who saw the West as their main enemy; a global jihad that that did not differentiate between the United States and Russia. For Putin, the attacks on the United States by Al Qaeda were a reminder of the struggle facing the Russian security forces and the Russian citizens in the north Caucasus region and the rest of Russia, where terrorists had already struck with a vengeance. For Russia, the attacks on American soil meant only one thing: Global jihad had reached the United States with a murderous thunder.
Unfortunately, the Americans have not been able to fully understand the significance of the terrorist attacks on the United States and the terrorist attacks on Russia. The phone call between Putin and George Bush signified the readiness of the Russians to fully collaborate with the Americans to fight global jihad. To the Russian, Chechnya was an important ground from which global jihad had reached the rest of the world. However, the rejection of Putin’s politics by the American Neocons in the White House circle and the invasion and destabilization of Iraq by the Americans, derailed the friendship and collaboration offered by Putin. That same trust was broken yet again during the Libyan crisis, when an agreement was made over the phone between Putin, Hilary Clinton and Susan Rice that NATO would refrain from using any ground or air support on behalf of the Libyan rebels, in exchange for Russian noninvolvement and support at the United Nations. Two days later NATO began the bombing of Libya, Putin was never able to trust the Americans again.
American foreign policy has always taken a turn away from logic and followed an erratic path, at times hard to comprehend and often guided by ideology rather than reason.
After 9/11, the intervention of the Americans in Afghanistan was fully supported by the Russians because Afghanistan was recognized as an operational base and breeding ground for Al Qaeda terrorists, just as the Russians considered Chechnya an equivalent of Afghanistan. Both of those places were considered by Russia a platform by which attacks were launched against the West. The Boston bombings have closed the circle with 9/11. The implications of the Boston bombings go well beyond a simple terrorist attack. The deeper meaning of the Boston bombs signals that the Chechnya conflict has reached the American shore twelve years after 9/11.
For most Americans, Chechnya was virtually an unknown word prior to the terrorist attack conducted by Chechnyan brothers, Dzhokhar and Tamerlan Tsarnaev. If we look back in history, the trouble with the North Caucasus region, of which Chechnya is a part, dates back to the 18th Century. More recently, after the Soviet Union fell, a bloody civil war followed which was sparked by a terrorist attack on an apartment building in Moscow. The aim for the Chechnyans is reaching independence from Russia. We have to think of Russia as a federation of states just like the United States of America. Constitutionally, Russia is a federation in which the loss of a state would be a great strategic disaster. It’s the equivalent of one of the states within the American union, for example, Texas, deciding to secede. The breaking away of Chechnya will result in great instability, not only for the North Caucuses region, but for the entire Russian federation. As a result of the breaking away, the integrity of all Russian federation will be undermined, along with the prestige of the Kremlin and President Vladimir Putin. Additionally, the loss of the North Caucasus by Moscow would mean the loss of the access to important oil routes, which would in turn derail the energy supplies to the West, thanks to which have made Russia a new power in Europe.
Up to the bombings in Boston, the few Americans knowledgeable of the problematic of the North Caucasus considered the Chechnyan conflict as a civil war circumscribed between Russian and its federation states. But the Chechnya conflict goes deeper than a simple Russian internal affair. The Chechnya conflict is at the heart of the so-called global jihad. Unbeknownst to most Americans, the Chechnya conflict had already knocked on the United States door prior to 9/11; four of the hijackers on 9/11 were on their way to fight in Chechnya for Al Qaeda before they were diverted to Germany in order to conceive the attacks on America soil on 9/11.
The global jihad has a long history that dates back to the fight against the Soviet Union in Afghanistan where Islamists from around the globe rallied under a common cause: Fighting the Russians. After the Soviets left Afghanistan, many of the hundred thousand Mujahedeen/Al Qaeda fighters went to fight the Serbs in Bosnia and Kosovo, and immediately after the Balkan wars, Al Qaeda fighters were redeployed in Chechnya fighting the Russians, then back to Afghanistan and Iraq to fight the Americans, then the jihadists moved to Libya to fight Gaddafi and now, many of the seasoned Al Qaeda fighters can be found in Syria fighting the Assad government.
A global network of jihadists is ideologically connected, even though not always directly connected to each other. Sometimes they operate together; sometimes they operate alone. But no matter what, they believe in global jihad. These cells are found everywhere around the globe including Europe, the United States, Russia and so on. Therefore, trying to minimize or explain the actions of the Tsarnaev brothers as either a conspiracy theory or the action of two socially ousted young men is simply denoting a great deal of ignorance and a lack of understanding of the Chechnyan conflict and how it relates into the scheme of the global jihadist mission and movement. The bombing in Boston is seen as a victory for Al Qaeda, not just in terms of an attack on American soil, but also as a victory that strikes at the heart of the Kremlin. This is because suddenly Chechnya is not just a problem for Putin, but is now a problem for Obama as well, a global issue.
The terrorist attacks at Beslan school (where hundreds of children were massacred), the Moscow theater, Moscow’s subway system, and Russia’s airline were seen by Americans as a far away problem, an internal affair within the Russian Federation, between the Chechnyan terrorists and the rest of Russia. The Americans saw in the multiple terrorist attacks on Russian citizens conducted over the years, as a result of the brutal oppression by Vladimir Putin and the Russian security and military forces in Chechnya. In the minds of the Americans, the Chechnya terrorist movement was somehow justified by the actions of the “fascist” Russian government who created the Chechnya terrorists by their brutal oppression. Americans and specifically the last three Administrations have failed to connect the dots of the global jihad movement; therefore, Chechnyans were given political asylum in the United States to “escape” the oppression by the Russian government. Consequently it should come as no surprise that there are jihadists from Chechnya based now in North America. So when the Americans are asking the question of what caused the Tsarnaev brothers to act the way they did, and when they suspect there is something more to the story, the answer is not to blame some kind of failure by the American society to understand and comprehend the problems of two young immigrant brothers; nor is it a dark conspiracy orchestrated by the American government, instead the answer is: Yes there is more to the story; yes, there is a force behind the terrorist attacks, it’s called global jihad. From 9/11 to the bombs in Madrid, London, Boston and Russia to the wars in Afghanistan, Chechnya, Iraq, Libya and Syria, the picture is clear. There is a failure by the West to accept the concept of an ideological religious war.
American foreign policy has failed to understand the jihadist movement and because of that failure, the American citizens have paid a high price in terms of human lives. The CIA intervention in Afghanistan during the Soviet occupation created the Al Qaeda movement. The Clinton Administration’s involvement in the Balkan wars helped to strengthen that movement, which ultimately laid the foundation for the attacks of 9/11. The Bush war in Iraq destabilized an important region and caused the death of thousands of American soldiers and citizens during the war. The failure to support and accept Russian collaboration ultimately led to the Boston bombings. The support of the jihadists in Libya led to the Benghazi Embassy attack and the loss of American lives. All this should be enough to ask the question: Have the Americans learned from their mistakes on foreign policy and the support they gave to global jihad? Given the support of the West for the jihadists in Syria now, the answer is no. The Americans will continue to play with fire and will continue to get burned…by pressure cookers.

Dopo le bombe esplose a Boston, Vladimir Putin ha chiamato il presidente Obama per esprimere le sue condoglianze agli americani per gli attacchi terroristici che hanno causato la morte di tre passanti innocenti, tra cui un bambino. E’ stata, più o meno, lo stesso tipo di telefonata che Putin aveva fatto a seguito degli attacchi terroristici dell’11 Settembre. Putin fu il primo capo di stato straniero ad esprimere le sue condoglianze al presidente George Bush. Già nel 2001, Putin aveva compreso il collegamento tra l’uccisione di migliaia di cittadini innocenti americani e la lotta e la guerra civile che infuriava in Cecenia. Prima dell’undici Settembre, la Russia aveva già subito attacchi terroristici ad opera di componenti radicali musulmane che fanno capo alla jihad globale, che vede l’Occidente come il nemico principale, una jihad globale che non distingue tra Stati Uniti e Russia. Per Putin, gli attacchi agli Stati Uniti da parte di Al Qaeda erano un ricordo della lotta feroce condotta contro le forze di sicurezza russe e contro i cittadini russi nella regione del Caucaso settentrionale, territorio di partenza da cui i terroristi colpiscono continuamente il cuore della Russia. Per la Russia, gli attacchi all’America significavano solo una cosa: la jihad globale aveva raggiunto gli Stati Uniti con un tuono omicida.
Purtroppo, gli americani non sono stati in grado di capire il nesso tra gli attacchi terroristici contro gli Stati Uniti e gli attacchi terroristici in Russia. La telefonata tra Putin e George Bush attestava la volontà dei russi di collaborare pienamente con gli americani per combattere la jihad globale. Per la Russia, la Cecenia è una terra strategica da cui la jihad ha raggiunto il resto del mondo. Il rifiuto opposto alla politica di Putin da parte dei neocons americani, nel cerchio ristretto della Casa Bianca ai tempi di Bush e l’invasione con la succesiva destabilizzazione dell’Iraq da parte degli americani, hanno compromesso, forse per sempre, l’amicizia e la collaborazione offerta da Putin, che non è mai più stato capace di fidarsi degli americani. L’ultimo esempio è stato il tentativo di accordo fatto tra Putin e Hillary Clinton prima dell’attacco NATO contro la Libia; in una telefonata Putin aveva promesso agli americani il supporto per una missione pacifica in Libia che non coinvolgesse truppe di aria o di terra della NATO in aiuto alle forze antigovernative libiche; in cambio la Russia non avrebbe esercitato il veto all’ONU. Due giorni dopo gli aerei NATO già bombardavano le forze di Gheddafi, con il risultato che noi tutti ora sappiamo. Tutto ciò è conforme alla politica estera americana che ha sempre seguito una linea lontana dalla logica, più vicina ad un andamento erratico a volte difficile da comprendere e spesso guidato dall’ideologia piuttosto che dalla ragione.
Dopo l’11 di settembre, l’intervento degli americani in Afghanistan era stato pienamente sostenuto dai russi perché l’Afghanistan era riconosciuto come una base operativa e terreno fertile per i terroristi di Al Qaeda, proprio come i russi considerano la Cecenia un equivalente dell’ Afghanistan. Entrambi questi luoghi sono considerati dai Russi una piattaforma da cui Al Qaeda lanciava e tuttora lancia attacchi contro l’Occidente.
I bombardamenti di Boston hanno chiuso quindi il cerchio con l’ 11 settembre. Il risultato delle bombe di Boston va ben oltre il semplice attacco terroristico. Il significato più profondo delle bombe di Boston segnala che il conflitto in Cecenia ha raggiunto la terra americana dodici anni dopo l’attacco alle torri gemelle.
Per la maggior parte degli americani, la Cecenia era praticamente una parola sconosciuta prima dell’attacco terroristico condotto dei fratelli ceceni, Dzhokhar e Tamerlan Tsarnaev. Ma la storia tormentata del nord caucaso parte da lontano, dalla fine del diciottesimo secolo, successivamente dopo la caduta dell’Unione Sovietica è seguita una sanguinosa guerra civile che ha scatenato come consequenza gli attacci terroristici contro Mosca. L’obiettivo per i ceceni è raggiungere l’indipendenza dalla Russia. Dobbiamo pensare alla Russia come una federazione di Stati, proprio come gli Stati Uniti d’America. Costituzionalmente la Russia è una federazione per la quale la perdita di uno stato diventerebbe un grave problema strategico, l’equivalente sarebbe come se uno degli stati all’interno della unione americana, per esempio il Texas, decidesse di secedere. La rottura della Cecenia dalla federazione Russa si tradurrebbe in grande instabilità, non solo per la regione del Nord Caucaso, ma per tutta la Federazione Russa. Come conseguenza della rottura, l’integrità di tutta la federazione Russa sarebbe compromessa, insieme al prestigio del Cremlino e del presidente Vladimir Putin. Inoltre, la perdita del Caucaso del nord da parte di Mosca vorrebbe anche dire la perdita parziale di accesso alle rotte del petrolio, che a sua volta comprometterebbe le forniture energetiche verso l’Occidente, forniture che hanno fatto della Russia una nuova potenza nel mondo.
Fino agli attentati di Boston, i pochi americani consapevoli delle problematiche esistenti nella Regione del Nord Caucaso, consideravano il conflitto ceceno come una guerra civile circoscritta tra Russia e gli Stati membri della federazione. Ma il conflitto in Cecenia va ben più in là di un semplice affare interno russo. Il conflitto in Cecenia è il cuore della cosiddetta jihad globale. All’insaputa della maggior parte degli americani, il conflitto in Cecenia aveva già bussato alla porta degli Stati Uniti prima dell’undici settembre; quattro dei dirottatori erano destinati a combattere in Cecenia per Al Qaeda prima di essere mandati in Germania al fine di concepire gli attacchi dell’undici settembre alle torri gemelle.
Le origini della jihad globale risalgono al tempo dell’invasione da parte Sovietica in Afghanistan, dove gli islamisti di tutto il mondo si sono radunati sotto una causa comune: combattere i russi. Dopo che i sovietici hanno lasciato l’Afghanistan, molti dei quasi centomila mujahidin di Al Qaeda sono andati a combattere i serbi in Bosnia e in Kosovo e, subito dopo la guerra dei Balcani, i combattenti di Al Qaeda sono stati riassegnati in Cecenia a combattere i russi, poi di nuovo in Afghanistan e in Iraq per la resistenza contro gli americani; i jihadisti si trasferirono successivamente in Libia per combattere Gheddafi e ora, molti di questi terroristi, si trovano in Siria a combattere il governo di Assad.
La rete globale di jihadisti è ideologicamente collegata tra loro, anche se non sempre il collegamento tra cellulle terroristiche va oltre il virtuale; molto spesso non c’e` connessione diretta tra le cellulle. A volte esse operano insieme, a volte operano da sole. Ma non importa cosa, essi credono nella jihad globale. Queste cellule si trovano ovunque, in tutto il mondo, tra cui Europa, Stati Uniti, Russia e così via. Perciò, cercare di minimizzare o spiegare le azioni dei fratelli Tsarnaev secondo una teoria della cospirazione o come l’azione di due giovani socialmente emarginati, denota semplicemente una grande ignoranza e la mancanza di conoscenza del conflitto ceceno e come esso si ponga nello schema della missione del movimento jihadista globale. La Cecenia è stata il campo principale di attività di Al Qaeda negli ultimi venti anni. Il bombardamento di Boston è visto come una vittoria per Al Qaeda, non solo in termini di un attacco sul suolo americano, ma anche come una vittoria che colpisce al cuore del Cremlino. Questo perché improvvisamente la Cecenia non è solo un problema per Putin, ma ora è un problema per Obama, quindi giocoforza un problema globale.
Gli attacchi terroristici alla scuola di Beslan (dove furono massacrati centinaia di bambini), l’attacco al teatro e alla metropolitana di Mosca, alle compagnie aeree della Russia, sono stati visti dagli americani come un problema lontano, un affare interno alla Federazione russa,quindi di conseguenza tra i terroristi ceceni e la Russia stessa. Gli americani vedevano nei molteplici attacchi terroristici contro i cittadini russi, condotti nel corso degli anni, il risultato della brutale oppressione condotta dalle forze di sicurezza e militari russe in Cecenia per ordine del “fascista” Putin. Nella mente degli americani, il movimento terrorista ceceno era in qualche modo giustificato dal comportamento del governo russo che ha creato i terroristi ceceni come consequenza della loro brutale oppressione. Le ultime tre amministrazioni americane non sono riuscite a collegare i punti portanti del movimento di jihad globale. Pertanto, a migliaia di ceceni è stato dato asilo politico negli Stati Uniti per “sfuggire” all’oppressione del governo russo. Non dovrebbero essere quindi sorpresi gli americani di ritrovarsi nelle proprie case i terroristi ceceni. Così, quando gli americani si chiedono che cosa ha portato i fratelli Tsarnaev ad agire come hanno agito e quando si sospetta che ci sia qualcosa di più dietro questa storia, la risposta non è accusare la società americana che non ha compreso i problemi esistenziali dei due giovani fratelli immigrati, né esiste un’oscura cospirazione orchestrata dal governo americano. Invece la risposta è: sì, c’è di più in questa storia; sì c’è in effetti una forza dietro gli attacchi terroristici; si chiama jihad globale. Dall’undici di settembre alle bombe di Madrid, dalle bombe di Londra a quelle di Boston, dagli attacchi in Russia alle guerre in Afghanistan, Cecenia, Iraq, Libia e Siria, il quadro è chiaro. Vi è una incapacità da parte dell’Occidente ad accettare il concetto di guerra di religione.
La politica estera americana non ha compreso il movimento jihadista e per questo fallimento, i cittadini americani hanno pagato un alto prezzo in termini di vite umane. L’intervento della CIA in Afghanistan durante l’occupazione sovietica ha creato il movimento di Al Qaeda. Il coinvolgimento dell’amministrazione Clinton nelle guerre dei Balcani ha contribuito a rafforzare quel movimento che, in sostanza, ha gettato le basi per gli attacchi dell’ 11 settembre. La guerra di Bush in Iraq ha destabilizzato una regione importante e ha causato la morte di migliaia di soldati americani e cittadini inermi durante la guerra. L’incapacità di comprendere e di accettare la collaborazione russa, alla fine ha portato agli attentati di Boston. Il sostegno NATO ai jihadisti in Libia ha portato all’attacco dell’ambasciata americana di Bengasi con sussequente perdita di vite americane. Tutto questo dovrebbe essere sufficiente a porsi la domanda: hanno gli americani imparato dai loro errori in politica estera con il sostegno che hanno dato alla jihad globale? Dato il continuo aiuto dell’Occidente ai jihadisti in Siria contro il governo Assad, ora come ora, la risposta è no. Gli americani continueranno a giocare con il fuoco e continuerànno a bruciarsi con il fuoco…pardon, con le pentole a pressione.
